What is Fire Certificate in Malaysia?
A fire certificate in Malaysia, known as a Fire Certificate (FC), is an official document issued by the Malaysian Fire and Rescue Department (Jabatan Bomba dan Penyelamat Malaysia). It certifies that a building or premises meets the fire safety requirements stipulated under the Fire Services Act 1988. This certificate is essential for ensuring that the building has adequate fire prevention and protection systems in place to safeguard its occupants and reduce the risk of fire-related incidents.

Premises That are Required to Apply for Fire Certificate Malaysia
In Malaysia, certain types of premises are mandated to apply for a fire certificate to ensure that they comply with fire safety regulations. These premises typically have higher fire risks due to their size, purpose, or the number of occupants.

Fire Certificate Malaysia Application Process
The new premises must apply for a fire certificate upon obtaining a Certificate of Fitness (CF) or Temporary Certificate of Fitness (TCF) or Certificate of Completion and Compliance (CCC).
Furthermore, an application may be made at the State Headquarters of Jabatan Bomba dan Penyelamat Malaysia (JBPM) or Fire Zone Office where the place of the prescribed premises is the office of processing any fire certification application.
1. Initial Preparation
Engage with a fire safety consultant or engineer to assess the building’s fire safety features and recommend any necessary improvements. Next, collect all required documentation, including building plans, fire safety system details, and previous maintenance records.
2.Submission of Application
Applicants must apply by submitting Form I and providing the following information:
- Copy of CCC or CFO
- Building Plan (which has been approved by JBPM during CCC / CFO production)
- Latest property ownership letter
- Land ownership
- Copy of door tax
- Business license
3. Inspection by the Fire Department
The Jabatan Bomba dan Penyelamat Malaysia (JBPM) will determine a date to the applicant for examination of the premises. If all Fire Safety Installation systems are in good condition, and satisfactory, the certificates will be issued within 5 days from the date the payment made. The period of validity of a fire certificate Malaysia for premises shall be twelve (12) months.
All designated premises must connected electronically or by telephone to the nearest Fire Station by switched switchboards to provide an immediate automatic alarm in case of emergency.
Fire Certificate Malaysia Renewal Process
The certificate is effective for one year from the date issued and needs to renewed annually. Application for Renewal of Fire Certificate Malaysia shall use Form III and not less than 30 days before the expiry date. The fee for the renewal certificate is half of the first fire certificate fee.
Applications for renewal of the certificates submitted less than 30 days from the expiration date can subject to a late penalty of RM100. Application for renewal of a certificate issued after expiration date must submit the certification application using Form I and full payment as the first application will be applied.
Modification Premise – Change of Conditions
Any designated premises with a fire certificate Malaysia can not make any modification- change of condition, which causes the fire safety equipment to be inadequate. The applicant must submit a proposed plan to this department before performing the renovation work.
The department will review the submitted plan and lower the certificate on the proposed plan. Subsequently, an inspection will deployed prior to the issuance of a fire certification certificate. A new fire certification certificate will get issued if making a fee while a fire certificate amendment will get issued if the payment is not made.
After BOMBA reviews and approves the plan, an inspection will be performed to verify that the building meets all safety standards.
Appeal
Any applicant can appeal the decision or notice of refusal by submitting a request to the Minister:

- The Director refuses to issue a fire certificate
- The conditions imposed on certificates issued can not be complied with; or
- With any decision from the Director by amending the new certificate or previous certificate
They then have 21 days to submit an appeal letter to the Minister, whose decision is final.
Offenses Under Fire Certificate Malaysia
- Making modifications to a designated properties with an active fire certificate without notifying the relevant authorities.
- Failing to follow instructions to implement adequate fire safety measures.
- Operating a properties without a valid fire certificate.
- Creating or falsifying a fire certificate.
- Providing false statements or misleading information when applying for a fire certificate.
- Transferring or allowing another party to use your fire certificate.
- Not notifying the Director-General in writing if the fire certificate is lost or destroyed.
- Failing to submit required documentation or information.
- Not displaying the fire certificate prominently at all times.
